Yep, it's pretty much working now.

I was able to turn two "mothers" into "adult sisters."

Changing a "daughter" into a "adult wife of elder sim" was not so successful. Although I added the "got married" memory and checked the checkbox in both parties SimData, they still insisted on retaking their vows...

I figured it out from the Big-O-Me thread, where it said to modify the Sim's relationship with the other Sim not in the neighborhood table.

I figured it out by looking at a couple married by CAS... This is how you do it:

If you click on the thumbnail, you'll see a full size screen shot with red numbers of what to click.

After opening up the Neighborhood Manager, selecting the neighborhood, making a backup, and adjusting the neighborhood relationship table like Greg described, do this:

#1 -- Click on Sim Description (SDSC) in the Resource Tree panel.
#2 -- Click on Type in the panel to the right to show your Sims in alphabetical order by first name. If you don't do this step, they'll show up roughly in the order created. Use whichever is easier for you.
#3 -- Click on one Sim's description in this same panel.
#4 -- Click on Relations in the Plugin View panel, then the thumbnail of other Sim.
#5a -- Change the Relationship Type, and check the checkboxes as appropriate. If you're trying to marry a couple that wasn't married before, check the boxes exactly as shown. Do not check the Engaged box. They will insist on retaking their vows at some point.
#5b -- Do the same for the other Sim. There's no automatic adjustment in this screen!
#6 -- Commit. (Not illustrated)
#7 -- If you wish, you can remove inappropriate memories (like the birth of the new spouse or sibling as a child of the other Sim) and add others, like Got Engaged and Got Married. I doubt they do any harm, but I like them to look accurate, since these Sims are for download.
#8 -- Save. (Not illustrated)

Aha! That explains why they thoughtfully provided a link to open the character description in the Family Ties tool.

It's actually easier to get just the SDSC resources up in the upper right panel and click it for each member of the family... It was a complete pain in the butt to have to keep reloading the Family Ties panel to switch the Sim under consideration.

"SDSC resources"?

(You knew I'd ask!)

If you want them to wear wedding rings, you need to give them the "Got Married To" memory. Erm... I think. Thinking

I just looked him up in my game, but he only shows one parent: Olive Specter. Darn.

The Grim Reaper (apparently) doesn't show up in any "offical" records, but if you take (took) a look at Olive Specter's memories, it's there in black & white! (Well, purple-heart-color anyway! )

I see that the InSimInator sites touts the ability to have The Grim Reaper father a child.....morbid curioustuty just might get the best of me yet!

Must be one of those weird voodoo rituals or something.

Hmm... I wonder if I look again now that I've installed Nightlife, if Greaper will show up in Olive's memories.
