It depends on what the meshes support. If the mesh used for a "top" includes other parts of the body, then yes, you can decorate that part of the body. I did quite a few experiments before I made this one. In general, the bottom goes on top of the top. If the two overlap, the bottom wins.
For example:
Chandra Bear at her Vacation Home in Lake Dorothy
In this picture, Chandra is wearing a "top" that's a full body stocking. It's really just a solid white alpha with the alphabetical reference texture. Her shorts and shoes are the "bottom" right out of the Maxis box.
The alpha for the bottom matters, too. If you only saw
Inga's Knit Shorts on a light-skinned sim, you might not even notice that they are a bit transparent; however look at what happens when Chandra dons them over her silly alphabetical body stocking:
It must be time for Underalls, Chandra.
Here, her panties are actually part of the shorts garment.
Note that in all these examples, the "top" mesh is conformal to the body. If the "bottom" mesh is also conformal, it wins; however, I do not know what happens if the geometry of the top mesh places it outside of the geometry of the bottom mesh.
