It might be in the procedure you're using to create the .bmp image. Try converting from RGB to indexed color so that your graphics program will calculate an optimized color table.

It's possible that some of the blotchiness is caused by scaling and skewing as two separate actions. I'm not sure how to change the order of steps so you could do them together tho.
